A study of Reading's financial problems shows that it should be declared distressed under state law, a staffer from the state Department of Community and Economic Development testified Wednesday at the end of a 21/2-hour public hearing.

Marita Kelly said the city cannot fulfill its responsibilities to provide for the health, safety and welfare of its residents because of increasing deficits, a decline in tax revenue and increasing costs.

Kelly said the conclusion was reached after a field study of the city's finances.

DCED hearing officer Frederick A. Reddig said agency Secretary George E. Cornelius must appoint a coordinator to work with the city within 30 days if he determines the city is distressed under Act 47, known as the Municipal Financial Recovery Act.

Mayor Tom McMahon submitted the application before he proposed a $60.9 million budget for 2010. The spending plan has a $15 million gap between revenue and expenses that McMahon wants to help fill by cutting 109 city jobs, including police and firefighter positions.
