You thought that smart-alecky Car Allowance Rebate System was going to inject fuel into the economy by letting people trade in their 15-year-old shitheaps for a new set of wheels, didn't you? Well, ha-ha-ha to you. What's really happening is that scrap yars are being driven into the toilet because federal mandates limit the type of parts that can be recycled and resold.
Here's how Jim Strack of Harry's U-Pull-It slavage yard in Allentown tells it to the Morning Call:
